Referendum a possibility to cover fire protection costs

The West Salem Fire Protection District is taking its cash problem to the taxpayers.

After backing off threats earlier this year to begin charging for fire calls, the fire district is looking to make up for its budget shortfall with a referendum.

West Salem Village Board members learned of the proposed referendum at their Monday meeting.

At its Aug. 19 meeting, the village Finance and Personnel Committee recommended the board work toward putting the referendum on the November ballot.

In its upcoming budget, the fire protection district is asking for $184,662.63 from the village. It’s also asking for $141,575.28 from the town of Hamilton and $62,293.30 from the town of Barre.

Village Administrator Teresa Schnitzler said passage of referendum would allow the village to increase its budget the 11 percent needed to cover its share of the fire district’s needs.

The board will have to pass a resolution on the referendum at its Sept. 2 meeting to give the county clerk’s office enough time to put it on the ballot for Nov. 4.

In a phone interview Tuesday, WSFPD President Reuben Oldenburg blamed the cash problem on a number of unfunded state mandates.

“You have to have it if you want to have a right fire department and take care of the public the way it’s supposed to be taken care of,” he said, referring to state-mandated equipment.

Oldenburg said the fire district was $60,000 short in its last budget.

If the referendum fails, Oldenburg said, “we’re going to have to charge for calls.”

In May, Trustee Merlin Wehrs said the department could recoup about $5,000 a year if the district charged for fire calls.

“We need the money and that’s just the way it is. So the levies have got to be raised so we can continue to have a good fire department with good equipment,” Oldenburg said.

" wow...big whoop that the wsfd got new signs and new lights. that has nothing to do with anything. how would you like it if your dad or husband was on the department and didn't come home one night because something awful happened? you'd quit whinning because you'd actually see the reality of what they are asking for. maybe their so called "CLUB" should start charging to come to fires or carbon calls or whatever. how would you like that? everyone would be whinning about that too. they can't win. it's pathetic that people in this town just need something to complain out to make themselves feel better. "

" I for one, am tired of seeing fugly buildings put up to save money. Anyone think of the term "do it right the first time"? If you want some examples of ugly, cheap buildings, drive to LaCrosse and look at some of the newer apartments put up, boxy and no character. " First of all, thank you! to all of the WSFD for the great service that you provide. Yes, it is volunteer, and that means that anyone who wants to part of it can be, if they have enough guts to put their time into something constructive for the community, instead of bad mouthing them. The fire station has certain regulations and codes it must be up to also. Have you stopped to realize that because of this depts rating, your homeowners insurance is affected? I also don't feel that anyone who calls the FD, should be charged to generate the revenue needed. Losing your home or another building isn't enough hardship? "

If the fire dept opens their records and shows just how much was spent on just meeting the mandate and show how and why it spent money on other things, signs , and prove to the taxpayer that all the spending was needed to improve and maintain the service, what's the problem? " The fire dept had no choice but to remodel. The state says a public place must be handicap accessible. If you have a problem with that speak up tell your congress people to quit forcing all these unfunded mandates to these departments and maybe the department would be able to get the Personnel the proper equipment they need.. If you think the Fire Department has it so good join and find out for your self!!!! Or quit whining "
